At the end of Tower Road there is a park. Go straight through the gate and down the hill. Wait until the lake is realatively clean and throw some spawn on a bottom rig straight east off the breakwall at the end of the parking lot.

Jackson Park in Chicago- gates open at 6:00 am. metered parking, but it's only .25 an hour till 9:00 if i remember correctly. park closes at 11:00pm. there is some free parking at the park behind la rabida hospital and 53rd street near science and industry behind the harbor .

As for the fishing, Jackson is a snagging harbor from oct 1 to dec 15, from August to September during the salmon run it wasn't too bad, but once the run slowed so did the fishing. I don't know enough about the perch bite there to comment, but the locals say it's good. In the lagoon you can find bass and catfish, but nothing i would consider good fishing. 53rd street harbor and pier, fish are really skiddish in the harbor, it's small and easy to miss the water with a strong cast. I caught a 8 lb male coho during the run and have seen a couple steelhead swimming fast through the harbor. The pier is really high off the water so don't plan on netting anything unless you have a really long handle.
