I have a question about using perch as cut bait.
I've seen other guys do it, so I tried it twice this week. At Navy Pier yesterday morning while I was checked for my license and number of fish, the guy saw the perch I cut up and told me I should not do that, it is not allowed. He was nice and looked at my phone showing a live video of the perch under the water, and he just told me not to do it again.
Before I even cut up a perch, I looked into the 2017 regulations for Illinois, and I found this:

"There is nothing in the Illinois Fish Code which prohibits the use of legally taken bluegill or sunfish as bait for another species of fish, but bluegill/
sunfish can only be used at the body of water from which they were taken. The bluegill/ sunfish must have been taken by a properly licensed sport fisherman using legal sportfishing devices. You must also observe all length limits and daily harvest limits both where the bluegill/ sunfish were taken and where they are being used as bait. Also, it is illegal to cut up or dress or be in possession of cut up or dressed fish on any body of water where there is a size limit for that particular species of fish."
There is nothing specifically about using perch, and since perch in Lake Michigan are not restricted by length, dressing it should be ok, as long as you count the cut up fish towards your limit. Am I right or wrong ?

You are correct, the only issue I ever had with a DNR CO was cutting up the fish within a certain distance from the body of water and 2. Disposing of the guts into the lake.

Ues, it counts towards your limit, the same way the dead pearch on top.of the ice around the hole you fish at Navy Pier will count.
In my case i had about half a dozen perch in my buckets, so it won't even matter.

Anytime you kill a fish it becomes part of your limit.
I always keep the fish that was going to die anyway, like gut hooked fish or swallowers and save them for cut bait on next outing.. If you show up with your bait then the bait came from your last trip and are scraps of your fillets, that cant be illegal harvest but I guess he was saying we cant use perch at all. Does not sound right to me.

So if I saved some cut bait from the bellies of the previous
day’s catch, how does that figure into the count?

I solved (theoretically) the issue, I went to one of my local stores and got one smelt for 20 cents, fillet it and got 6 strips out of it, will try to see how it goes tomorrow. I liked the perch cut bait because the skin is strong and it will stay on, the dinks will hit it but will only grab parts of it, almost never enough to get to the hook as well. Hopefully the smelt's skin will also be strong enough to make it last for more than one hit.

Try cutting the smelt in steak like portions in 1/2" slices.It will stay on the hook better and get bigger fish.Use them when powerlining also.

DNR will count it towards that days limit. They don't know when you took that fish or killed it, and don't really care. It's cut bait so that's 1 towards your limit. Anytime I use cut bait, even from my friend, I count one towards my limit and not willing to take a chance with DNR.
