Yes, ingesting lead is harmful but lead is actually quite inert unless it's exposed to corrosive salts or acids. Lead is frequently used for weights due to it's mass and how easy it is to work with.

Ingestion by birds is only problem of using lead sinkers/jigs. I hope that there aren't any birds out there large enough to eat 8-10 oz powerline weights!
