Not sure how to help you on the boat rental, but Lasalle Lake opens on the 15th of March, and I would think some chicken livers would get you some Cat action from shore there. That is located in Seneca Illinois off of I 80.

Maple Lake on 95th st has boat rentals. I went out last year and i think i paid 20 bucks for 5 hours.

for a bigger lake/boat i think shabbona rents boats as well. I remember when i was a kid renting one with my dad and brother.

Most canoe rental places will let bring your gear with. You can float and cast.

One of the places I used to go to all the time was Plainfield Fishing Resort. They stock nice cats every 2 weeks and do a trout stocking in colder months. I believe its $8-10 gate fee and boats are $4-6 per person per 4 hours. You can also rent trolling motor($15) and battery($15). I have not gone there for years so you might want to check up on fees. If you have trolling motor and battery its not a bad deal for an all day event. They have decent to good fishing depending on when/what you are after. it is located off Renwick road just east of route 30.
